They are Victoria 2's way of simulating an ever-changing populace and form the basis of the entire economy and political system. Each POP represents a group of people of similar origin, work, belief and location (usually interpreted as a nuclear family). Victoria 2 pops of darkness.
You know about quests don't you? Not the ones in-game where you go here, kill this this thing, get caps, but the quests that control how things work in the game?One of the quests is called PerksQuest. It controls how many of the perks in the game work. Some, like scrounger or robotics expert, will set a certain stage on this quest when you obtain the perk. I was actually going to make Explorer from scratch, but found it in the PerksQuest. It wasn't referenced by anything, which was a shame.Making the mod was as simple as making a perk that set the PerksQuest's stage to the stage that Explorer was set to.
